The Hrim Free-States consists of six regions, which were former Imperial provinces - Skara, Biarma, Haloga, Nidaros, and the eastern and western Hobgoblin Reaches.
Skara – a handful of dwarven thanedoms and human city-states hold primary power throughout the territory, but work together as part of the Grand Council of Skara, located in the previous provincial capital city of Skara in the south-eastern corner of the territory. Between these cities are harsh wilds, hilly expanses, and mountainous areas – all prowled by beasts. Abandoned villages and hamlets dot the region as well, remnants of the Last War; many of these harbor undead. The Grand Council commissions each thanedom and city-state to provide assistance in taming the wilds in the form of men-at-arms and equipment, but such outlays are not always regular or enough (think Swiss Confederation, but not as effective).
Biarmia – filled with largely autonomous villages and a handful of larger towns, no central authority exists in Biarmia after the Last War. Each region functions under whatever laws are set forth by whoever claims control, and their control extends only as far as their resources and diplomacy can reach. Nearby villages often have agreements with one another for trade and aid, but there is no overarching authority such as exists in Skara. As the birthplace of the rebellion that started the last war, the druids and clergy of the Old Gods hold a special place in many villages and towns in Biarmia. The old regional capital, Meadoros, is by far the largest city in the region.
Haloga – Much of the northern and central portions above the Great Bay are now open wilderness or unclaimed mountainous stretches, but the hill-lands and plains south of the Great Bay are reasonably well organized under the rule of Jarl Alrek II (Viking-style feudal system), whose father managed to unite the other provincial nobles under his rule shortly after the last war. The lands and mountains north of the Great Bay were decimated during the last war – most settlements were razed or abandoned, and jólakötturinn and all manner of undead roam the valleys.
Nidaros – As the original province of the Imperial capital, Nidaros suffered the most during the last war. Much of it still lies in ruin nearly fifty years later. The capital city itself has been abandoned after the Winter Eladrin themselves unleashed some sort of fell magic to try and stop the invaders at their gates; these spells are still functioning, rendering much of the city uninhabitable. The few settlements that do exist within the borders of the old province are small and are largely along the borders of Biarmia or the eastern Hobgoblin Reach.
Hobgoblin Reaches – Hobgoblin clans live semi-nomadic lives, migrating with their herds and the seasons. There are seven great clans that migrate through their territories, occasionally competing with each other for resources (think Sami people with a bit of Native American plainsmen). These clans also occasionally traverse the central territories as well; very infrequently these migrations lead to conflicts with the human/dwarven/Halfling locals – most often these migrations lead to trade.
