The Grand Council has representatives from eight major localities within the province:

- Smiths (the various smith guilds elect a single representative)

The headquarters of Brœðralag Ulfveiðr is in Skara. There is also an embassy of sorts for Haloga with an ambassador of the Jarl to serve as a formal diplomatic channel between Skara and Haloga. Halogan citizens can also receive services or petition aid at the embassy, which is located near the courthouse.
There are six secret organizations and four cults in the city.
The two bridges - Alder Bridge (the more northern one), and Journeyman's Bridge (the more southern one)
